Background
Retail development is becoming more widely recognized as a viable
strategy for community economic development, either because some
retail activities generate new employment and income in an area
or as a means of "plugging the leaks" in retail dollars leaving
the local economy. But retail development is different from other
economic development strategies, and often is hindered by a lack
of analysis, by misdirected retail targeting, or by inadequate
retail marketing plans.
National retail chains and local entrepreneurs often rely on local
developers or Small Business Development Centers for their market
information and assistance. In each case, local market analysis
is critical to answer questions such as: What is our market threshold?
How many and what types of businesses can we support? What is our
trade area? How many dollars are leaking out of our trade area?
What overall retail marketing strategy should we employ? How do we implement a retail development plan?
The purpose of this two-day course is to review the importance,
the information needs, the analytical techniques, and the strategic
marketing approaches of retail development practice. It takes a
hands-on approach and provides participants with the basic understandings
and techniques for implementing a retail program.
The course is part (1.5 credits) of a series of short courses
leading to an Advanced
Certificate in Economic Development Research (non-degree).
Other courses in this 8 credit hour certificate program include
Community Analysis for Economic Development, Economic Impact
Analysis, and other courses from the curriculum of IEA's Center
for Economic Development Education. The Retail Analysis and Development
course and the Advanced Certificate program also satisfy part of
the requirements for the Mid-South
Economic Development Professional program offered through the
Center. The course also is accredited by Business
Retention and Expansion International as part of its Business Retention and Expansion Professional (BREP) Program.
Who Should Attend
The course is designed for economic development professionals,
business retention and expansion practitioners, state and local
agency staff, community leaders, downtown and neighborhood developers,
planners, educators, and others involved in local economic development
activities. The course will include several case studies and examples
to illustrate the discussion.
Faculty
The course is led by Mr. Mark Goodman, CEcD. Also serving as instructors are Mr. Bill Shelton, CEcD, of
the Buxton Company in Fort Worth, Texas and Mr. Jerald
C. (Cliff) McKinney, II of Quattlebaum, Grooms, Tull & Burrow PLLC.
Costs
Limited seating is available so please register as soon as possible.
The cost of the course covers all instructional expenses, including
course materials. Break refreshments are provided. Additional expenses
should be anticipated for lodging, meals, transportation, etc.
The registration fee is $250 after October 1, 2008. The Early
Bird rate is $225 for fee payments that are arranged on October 1 or earlier.
A seat is guaranteed only upon receipt of payment. Registration
fee payment may be made by check, purchase order, or credit card.
Invoices are sent upon receipt of registration form.
Refunds for cancellation of the invoiced amount must be requested in writing (e-mail is acceptable). A full refund is given for refund requests received prior to September 30, 2008. To cover costs already incurred, a processing fee of $50.00 is applied for refund requests received between September 30-October 3, 2008. After October 3, a $100.00 processing fee is applied to the invoiced amount. Substitutions are allowed without penalty for applicants who must cancel, provided the original registrant gives notice by October 7, 2008 and the substitute submits a completed registration form by the time of the on-site registration on October 8, 2008.

Location and Transportation
The course is held at the Reynolds Center for Business and Economic
Development on the campus of the University of Arkansas at Little Rock. Located
at 2801 South University Avenue, the Reynolds Center is conveniently
situated at the northwestern edge of the campus. Parking for the
Reynolds Center is available in several lots directly north and
east of the building.
